Over the past month, a wave of high-profile statements and decisions has been sweeping across Europe regarding the announcement of a new status for an international player with a tarnished reputation. The international political community shouts the phrase "terrorist regime" in one voice.

From debates to creating the texts of resolutions and the diplomatic search for wording to voting for the new status of the aggressor. A few hours ago, the text of the resolution with decision No. 476 appeared on the NATO official website. Clause "e" states:

"URGES member governments and parliaments of the North Atlantic Alliance: to state clearly that the russian federation under the current regime, whose forces are launching indiscriminate attacks, and deliberately and systematically targeting civilian objects and critical infrastructure in Ukraine, acts as a state that supports and perpetrates terrorism and war crimes"

It is the turn of the NATO Parliamentary Assembly to define Russia as a terrorist state and to call for the creation of a special international tribunal regarding Russian aggression. The head of the permanent delegation of Ukraine to the NATO PA Yehor Chernev was the first to announce this on his Facebook page. The resolution was adopted yesterday evening at the annual assembly session in Madrid. Before the vote, NATO PA President Jerry Connolly said the resolution calls on all allies to make clear that the russian federation and its current regime are acting as a terrorist organization. The resolution also calls for the creation of a special tribunal to prosecute horrific war crimes. "We also call on our governments to take the next steps regarding Ukraine joining NATO. We have repeatedly emphasized that we do not recognize any illegal attempts by russia to annex Ukraine's sovereign territories," Connolly added.

The head of the permanent delegation of Ukraine, NATO PA, Yehor Chernev, noted that the tribunal will make it possible to convict not only the direct perpetrators of war crimes, but also the top leadership of the russian federation. According to him, the resolution also took into account the Ukrainian delegation’s proposals to increase the weapon supply to the Armed Forces of Ukraine, the development of steps regarding Ukraine joining NATO, and the mechanism for collecting reparations from Russia:

«5. Praising the continued, significant, and vital Allied and partner military, economic, political, and humanitarian support to Ukraine;

  6. Alarmed by the Russian government’s reckless nuclear rhetoric directed at NATO Allies, reflecting a pattern of aggressive brinkmanship to disrupt Euro-Atlantic support for Ukraine’s just self-defence against Russia’s illegal and unprovoked war on its territory;

  7. Recognising that terrorism, in all its forms and manifestations, remains the most significant asymmetrical threat to Allied and partner security and stability, and supportive of Allied leaders’ strong recommitment to work with NATO’s unique and essential partner, the EU, as well as with other partners, particularly in the Middle East, across the Sahel, and in the Horn of Africa, to fight terrorism and respond to shared threats and challenges»

The principle of supporting Ukraine by NATO members "as much as necessary" is also established. "The delegates noted that the Ukrainian army will definitely strengthen NATO, and therefore Ukraine's membership is desirable and important for the alliance itself," Chernev said. 

The next step according to the procedural algorithm - the resolution will be sent to the governments and parliaments of all NATO countries.

The NATO Parliamentary Assembly takes place on November 18-21 in Madrid, with 269 deputies from 30 NATO member countries and 100 deputies from 25 partner countries participating.

Earlier, on October 13, the Parliamentary Assembly of the Council of Europe, based on the results of the debate on the topic of "New escalation of aggression of the russian federation against Ukraine", adopted a resolution in which it declared the regime of russia terrorist. Out of 100 PACE deputies, 99 voted "for", 0 "against", and 1 "abstained".

Later, MEPs reformulated the main sentence of the resolution, now the status of the aggressor, for which the European Parliament in Strasbourg will vote on November 23, reads as follows: "The European Parliament recognizes russia as a state sponsor of terrorism and a state that uses terrorist means."

Also, a number of parliaments of European countries, including the Senate of Poland and the Chamber of Deputies of the Czech Republic, have already passed a decision to recognize the authorities of the russian federation as a terrorist regime. The adoption of the resolution means the creation of a tribunal.

However, so far these are only the texts of the resolution. None of them has yet acquired legal force. The first vote that can legitimately secure the status of a "terrorist regime" for the russian federation will take place in the European Parliament on November 23. And until the moment of voting, the wording and presented words in the texts can change at any moment.
